Hongkong, 5th February, 1894.

I have the honour to inform you that I remember distinctly when the Colonial Courts of Admiralty Act, 1890, came into force in this Colony on the 1st July 1891 the then Chief Justice Sir James Russell instructed me that the fees in Admiralty were to be payable to the same Officers in the same manner as before the Act came into force, inasmuch as no new rules of Court for Hongkong had been approved under Section 160 (b); that until new rules were made and approved the fees must continue to be paid as before, and that the question of compensation.
